ABSTRACT This report evaluates the costs and benefits of home-based telecommuting. Combining empirical data from the literature with a Monte Carlo simulation technique, a distribution of cost-benefit ratios is produced from three perspectives: the employer, the telecommuter, and the public sector. The study develops a new framework that identifies costs and benefits associated with telecommuting. As part of this new framework, we allow the quantification of many of the uncertainties associated with telecommuting, such as air quality benefits or productivity benefits. Depending on the underlying assumptions, the results indicate that telecommuter benefit-cost ratios are generally above one if the employer bears the majority of the equipment cost burden. If the telecommuter is required to purchase new equipment (i.e., a computer and software), it is probable for the telecommuter to experience benefit-cost ratios less than one – the " break-even " point – even when the telecommuter is faced with long commute distances. For the employer, the cost-effectiveness of telecommuting is dependent largely on productivity benefits. Still, employers need only to experience a reasonable gain in total productivity – approximately 15% or more on telecommuting days, for an employee earning $35,000 per year – to balance the costs. Even when parking and office space benefits are included, productivity lies at the heart of the telecommuting cost-benefit analysis from the employer's perspective, and in almost all cases, the employer's case relies on some assumed maintenance or increase in productivity as the primary benefit. It is also shown that the potential for office and parking space benefits are high, although these benefits remain somewhat questionable. Based on our analysis, we conclude that the public sector air quality and construction avoidance benefits remain somewhat questionable based on the current knowledge, and difficult to justify. The only plausible scenarios with significant public sector benefits …

Costs and Benefits of Home-Based Telecommuting: A Monte Carlo Simulation Model Incorporating Telecommuter, Employer, and Public Sector Perspectives

This paper reviews and utilizes the current body of telecommuting related research to study the costs and benefits of home-based telecommuting. Monte Carlo simulation methods were utilized to help account for costs or benefits that remain highly variable or have not been well documented by past research. This study illustrates the conditions under which the business case for telecommuting is su...

The Effectiveness of Telecommuting

Telecommuting is one of the fastest growing trends in the world of business. However, in spite of its popularity, some businesses are still reluctant to offer this option to their workforce. The findings of this investigation, which include data collected from cross-sectional surveys of telecommuters and their managers, provides strong evidence that the benefits of telecommuting outweigh the co...

Security Issues for Telecommuting

Telecommuting affords many in the workforce options about where and when they can work. Many organizations are promoting telecommuting to allow their employees to work from home, while on travel, at a client site, or in a telecommuting center. While the benefits to telecommuting are obvious, new risks to the organization are introduced. This paper will highlight security issues related to telec...

Does Telecommuting Make Economic Sense for Companies?

A major reason for the low take-up rate of telecommuting is that companies are not convinced of the economic benefits of telecommuting. They believe most of the benefits accrue to the workers but not the company. This paper presents the findings of a cost benefit analysis. Four categories of costs and benefits are identified. The analysis considers three categories of workers: managers, profess...

An Approach for the Estimation of Aggregate Potential Telecommuting Demand

Development of technology has made possible the invention of innovative and modern methods to solve partially the problems caused by traffic congestion, through decreasing the need for physical transportation; one such method being telecommuting. Few predictions have been reported regarding its aggregate demand at the level of a city, generally because of the complexity and multi-dimensionality...
